Southern Colma tower, is past the river south of the city. It should be next to the mountain as well.

Wherever you teleport to, the boat teleports as well and will be in the area you tele to.

Reese, go to colma city. Go on the boat, get on the island across the river from colma city, travel south east until you come across a tower that has the shield.
