I've searched that whole city, only person I can find that talks about the bridge is an old lady and she just talks it the since its closed u can only get there by cave.

The dragons and boss monsters are necessary in order to reach the final boss. :D

I am struct after defeating green dragon. Bridge is not fixed and do not have cell key

Ok hon listen closely when you head out of elisa town heading north (up) past the cave you will see a tiny lake and what looks like a patch of shorter grass walk on to it and it will take you to an area talk to the guy there then head to the bridge and talk to the soilder the bridge should be fixed and the soilder will give you the key

I got it! From the elder at the upper left island after defeatin the 3 demons.
