Go to Elisa Town, and go north along the edge of the mountains. Eventually you will find a 1x1 patch of grass in a forest next to the mountains. Walk onto it and you will find Hagil. Talk to him and the bridge should be fixed if you've beaten the green dragon. Make sure you talk to the guard twice to get the key.

First you must have a ship. Once you get the ship, go to the town in the middle of the large desert SE of Port Town. talk to everyone, and you will get a map from someone. Post if you don't have a ship yet and I will help with that. Good luck!
